I don't think as a renter you pay service/ground fees - we didn't when living in a flat that I know had them. The landlord paid those.
You should also be aware that many agencies charge a sum for credit checks (be aware that this can be extortionate and shop around!!)
I managed to find a house through a private landlord which cut out loads of the nasty fees involved in renting.Savings target: £25000/£25000

Where are you planning on living ?
Now central London you may struggle
But central WIGAN you may find a flat or small house.
Even then paying say £400 a month plus other bills
Gas/electric/water/phone+broadband/insurance/ furniture/council Tax etc could add up to more than £700 a month.0
