Foil under wallpaper - not sure what it is

Hi,
We recently bought a flat which is built on a slope and has one wall in the earth. We have been doing some decorating and the wall built into the earth has a black covering which looks like it was put up in slabs. In the living room there were bits of foil on it, but not much. When we started on the woodchip in the kitchen it is coming away with a thin layer of silvery foil underneath it, which is stuck to the paper. I guess this used to be in the living room too but would have been stripped by the previous owners.
I guess this is some kind of damproofing but I'm not sure what kind, or whether we should replace this silver stuff. The building is 1920s, if that helps at all.
Does anyone know what it is?

Its foil paper, used alot in the 60s.
We found it below the wallpaper when we moved into our family home as a kid in '78.0
