Hi
when i click pay for my ebay items as i won a auction in us dollars$ the buyer said i cold pay him in GBP pounds but when i go to pay him i cant change the currwency to GBP it says i have £22 in my paypal account what is meant by 0.23 instant bank transfer the item is only $40.01 so in pounds that is £21.70 so why is it costing me £22+ 0.23 p by instant bank trasfer

ummm, if you added some punctuation to your post, someone might stand a chance of understanding it!
However, I wonder if part of your problem might be because you're logged onto https://www.ebay.com rather than https://www.ebay.co.uk?0 -
i'm sorry but I don't fully understand your initial question.
However, paypal exchange rates are not the same as holiday or bank exchange rates so if you are merely paying in sterling and having it converted to US dollars there will be a difference to the amount you think you have to pay.
