Free ATM withdrawls in Israel

My 23yr old daughter is spending 5 months in Israel, from May 2013.
She will have approx £2,000+ spending money, for food and going out, which has to last the period.
Any ideas how she can access this money without huge charges at either end, PLEASE!
Does any one know about 'loaded cards'? Are they safe and can you withdraw cash from them or only use as debit card.
She will need some cash as will be buying food in markets etc

If you're in the London area, a Metro Bank debit card has no charges on foreign transactions

Nationwide's FlexPlus account gives free ATM withdrawals (note there's a monthly fee).
Their Select Credit Card gives free purchases.
Halifax's Clarity card doesn't charge fees for either ATM withdrawals or purchases, but you'll pay interest on ATM withdrawals.0 -

We use two cards for travelling: Metro Bank debit card and Halifax Clarity credit card. Both work great, but as mentioned above you'll pay interest on the Halifax one.
I would definitely get a Metro Bank one, and potentially the Halifax as a backup.0 -
