Standard mail - Seller protection

The new postage thread seems to have gone off track so can anyone put me right? I have been reading the booklet - on page 13 it says standard services offer no protection if selling online. Is this a change? If I refund a buyer can I no longer claim from Royal Mail for non delivery with POP or does the £20 compensation cover me? Sorry but all of these changes at once are proving a bit tricky for me
