As suggested above, PDFX-change is the answer. I've used the free version for years to annotate component datasheets, and I've never found anything that comes close.
The paid version is even better, and a real bargain at around £30 IIRC.0 -
LibreOffice CAN import PDFs - http://www.libreoffice.org/features/extensions/
Since v3.4.0 last year it is included as standard in the download. I have used it a few times, it certainly works.0 -
