INR help please

I sold a low value item on Ebay last month, posted standard parcel (cost nearly £10 postage due to weight - more than the value of the item) on 21 March. Still have POP.
The buyer has contacted me today saying the item has not arrived.
I have asked the buyer to confirm their address which they confirmed as the same I despatched to, which also matches Ebay & Paypal. I also asked the buyer to check with neighbours & post office/sorting office which they say they have done.
I have asked the buyer to open a case on Ebay and I will refund.
They have said they have tried to open a case but haven't been able to.
The buyer has 100% positive FB (over 150) but a couple of false positives as a buyer.
I will refund no problem at all but wondered if there is anything else I should do before I refund?

I meant to add that the item was listed for collection only initially, but I had agreed with the buyer before the auction ended that I would post for the cost of a standard parcel. I sent an invoice with the total cost incl P&P which they paid by Paypal.
Is the buyer correct in saying that they cannot open a dispute?

Other people have advised on other threads to ask the buyer to open a case so that there is a trail in the event of serial INR claims.0 -
Update:
The buyer has still not opened a full INR case. I checked his feedback and in the last week he has had several false positives including 3 items, the same as the ones I sent, claiming to be INR.
In the last 24 hours the buyer has changed his feedback to private so that all you can see is 100% positive and you can't read all the false positive comments (which included NPB, serial INR, and "this guy is a t****r").
Private feedback means you can't sell anything but can carry on buying/scamming.
Ebay sellers - be wary of buyers with 100% positive, but private, feedback.
Ebay - please weed out these idiots.0 -

I find it unbelievable that eBay even entertain the idea of private feedback - it's useless as buyers won't have anything less than 100% anyway as sellers can't leave them negs! I would be very wary of anyone with private feedback - obviously trying to hide something!0
