Working out "Extension Area" for Council

We are doing a small extension.
This involves knocking down 2 walls from the old extension (5 sqm) and adding 4sqm
For building control fee purposes is the area 9 sqm or 4 sqm? The fee difference is about £200
There is no specific guidance notes on this
