Paypal won't contact the police as they didn't suffer any financial loss and if you report it, I can't see much being done apart from a crime number being issued seeing as you haven't lost out either.

What could be more important than reporting the hacking is trying to see if you can work out how it happened.
There could be spyware of some sort on your computer, so you should do a full anti-virus and spyware check (if you're not too sure how to go about this it might be an idea to post a query on the tech forum), and you should change any passwords that you have stored on your computer and passwords to any sites that you have accessed from your computer.

I think the point is that no real effort will be made to catch them: Paypal will simply recall any missing funds and whichever eBay seller/other seller received them is going to find the money has has been taken from their account by Paypal.

Thing is no funds were lost by you or paypal . And whoever did this, did it with a little help from you [be it clicking a phishing link or your computer getting infected] also factoring in that the culprit could live anywhere that has internet so basically anywhere in the world.
