I'm going to e-mail them in the manner you reccomend, with the letter you wrote above and attach a scanned copy of the badge, I really want to stick two fingers up at these guys. I would love to add a line stating that any correspondance received from parking eye or there representatives (unless it be a full and frank apologie will be subject to a 25 pound charge in renumeration of time spent reading and replying to the afore mentioned correspondace, but i dare say i'd be obliged to lay out terms and conditions etc but would basically mean they accept to pay it if they write back and its not to appologise
There is a poster on pepipoo at the moment who has demanded compensation from the retail park or PPC as well as an apology (and his fake PCN has already been cancelled). He is likely to get it as well I believe:

So maybe not an hourly rate but you could CERTAINLY include a demand for a compensatory amount as a goodwill gesture with the apology, to appease the severe distress of the elderly couple who were 'horrendously shocked' to receive that letter from PE (tell the retail park about this distress). Simply name your amount clearly at the end of your 'Letter before Action' or 'Complaint', however you want to word it. Maybe the same amount PE have demanded (not the discounted amount).
If it goes to Court (I mean a small claim started by you not them!) you can claim a lot more including the Court fee back and interest/expenses too.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Is it worth cc'ing the e-mail to their local councillor and the small local news paper?
I can't begin to tell you how gratefull i am for all of your assistance, and if I could begin to repay it by getting the crooks named and shamed in the local paper, and more people made aware of their rights in regards to PCN's, parking rights for the disabled etc then i'd I Like too, I dont know if the local paper would run the story but i'll make it very clear that for any advice on the matter, that MSE is a great place to start0 -
By all means spread the word far and wide, although beware of the press and media - unless you can do it right they will invariably report it as a fine - which it is not, but that type of reporting is incredibly useful to the British parking association as it gives them an air of authority in the eyes of the public (if you repeat a lie enough it can be come a sort of truth )
Ive seen the British Parking Association (BPA) refered to as the "British Parking Association Limited" elsewhere and maybe that is the correct way to refer to them - according to their wikki page they became a Limitied company in May 1970 .
An Association has friendly conontations, "Brritish Parking Asociation" stick the word limited on the end and it sounds far less freindly and slghtly sinsiter "The British parking asociation Limited"

Yes, why not, I would want it in the local press as well if it were me in this position.
Everyone local who is disabled and wants to visit that Retail Park should know about this scam - how embarrassing for the retail park and how appropriate it is that Parking Eye (of all PPCs, the one with that new Aldi leaflet which shows they KNOW about the issue) should be made to squirm over this issue.
Do give a contact number to the local paper - so they can talk to you about it before they run a story (if they do). Make sure the paper knows not to use the word 'fine' or 'penalty' because these invoices are a made-up 'contract law' allegation, a simple scam and simply impersonate parking tickets to frighten people.
Maybe don't just copy the paper into the email without explanation, but instead forward them a copy of your email and put a covering email for the paper with a link to this thread and to that 2010 BBC article as well. They may also want a copy of the 'fake PCN' rubbish that the poor couple were threatened with.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Rest assured i'm not of the opinion that it should be seen as a means to make money (that would lower me to thier level)! I do however see it as a means to give parking eye a taste of thier own medicine however. Should any monies be gained they would in the first instance go to the registered keeper to do with as he see's fit, failing that it would go to a local charity0 -
'Re unlawfull parking charge notice ref number **********. You seem to be under the mistaken impression that you can arbitarily apply the same maximum stay to disabled visitors as you do to able-bodied ones. This is in fact illegal and a breach of the Equality Act 2010.
Cease and desist this unlawful harassment of a disabled person and cancel your fake PCN immediately. I have copied in fletcher king to this letter as well because they are liable for the actions of their parking agent, and I reserve the right to sue both parties and the landowner for damages if this threat is not cancelled forthwith. I attach a BBC article from 2010 which refers to the old disability law (the DDA) but makes the point that a disabled person MUST be allowed longer to park and get about:

I look forward only to an apology, confirmation that the fake PCN has been cancelled and information from both parties as to what steps you are now planning to take to ensure that your agent does not break the law again with any other disabled visitors. Ignorance of the law is no excuse and nor is the fact that parkingeye use a camera and can't see disability evidence from mere photos of a vehicle driving in and out. It is your legal duty in a customer-facing environment to take steps to ensure ongoing compliance with the Equality Act 2010.
For reference only, I have attached a copy of the registered keepers blue badge.
Futher more I should warn you that I won't hesitate to contact Ceredigion Trading Standards, the BPA and the DVLA on this matter.
by the way I have now seen a scanned image of the pcn, it would look very much like they have used software to "Enhance" the close up of the number plate, I wont post it on here for odvious reasons but anyone like coupon with a good rep just pm me to see it, im not certain of the implications but if it was found they were using software to "enhance" thier images and then using them as evidence in civil court, surely this is a very serious crime0 -
Can you edit out the reference number, we do not need to know itWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
