Ticket on 20 min parking red route clearway appeal out of time - help please

Hi All,
Think I am sincerely messed up here.
Been fire fighting litigation and sister in law almost dying from cancer treatment (turns out she is the 1% allergic to treatment and she would have died within days) just got over that, got back home to find I have overlooked to appeal ticket within 28 days.
Reminder arrived - bill has gone from £65 to £195? Surely that should be £130?
Got ticket in post - I had been unloading - on a saturday in side street. Had no idea there was a camera watching and some operator zapped me. Can only think I must have been 3 or 5 mins over. I was unloading stuff into office 4 floors up and had to take it all up there or risk it being nicked. Any ideas?
I am fed up with these draconian nutters - its obvious I was working and unloading boxes.

You had 14 days to pay the reduced rate (£65) or make representations. If neither of these is done, the full penalty (£130) must be paid within 28 days. If it's not the council will send a Charge Certificate which increases the penalty by 50% (£195)0 -

Once the charge certificate is issued, you have to apply to Northampton TEC to get it suspended which should re-wind the situ back to the PCN stage.PLEASE NOTEMy advice should be used as guidance only. You should always obtain face to face professional advice before taking any action.0

He received the PCN , didn't make representations and didn't pay the penalty. A witness statement, if accepted, rewinds it to the NTO stage not the PCN stage.0 -

The only thing that changes things is if you received the PCN/NTO (Notice to Owner) and did nothing. You'll have no grounds to appeal it and get it back to PCN/NTO stage (mitigation isn't a reason at this late stage, you should have appealed it at PCN/NTO stage).
You are in for the amount shown on the Charge Certificate if you received and ignored the PCN/NTO. After 28 days would it have been the £130 stage, if you ignored that and never just fired off any appeal at all, then you must now pay £195.
Sorry. If you ignore the Order for Recovery (the next letter) you will find bailiffs on your doorstep and it will go even higher so I say pay it unless you never got the Notice. But I assume you did, it would have been the postal PCN that arrived (served as the NTO as well).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

How do I know? The OP asked how he could appeal, he didn't ask for an opinion on whether to appeal!
