better to pay by credit card than paypal for dollar transactions?

On some websites I buy from the transaction is in dollars and it gives you the option of using paypal. Howeever I have noticed they seem to give a pretty terrible exchange rate. A £11 pair of lithium 18650 batteries cost be £1 more because I used paypal! Would my Halifax Clarity credit card be a better option?

    The exchange rate with Clarity would be better (zero loading) and there would be no fees other than any imposed by the vendor

    You can still use paypal with the clarity and get the interbank rate, just opt out of DCC

    How do you do that? I dislike the Paypal website it's not that easy to find things. What is DCC?
