Yes just go to http://www.vehiclelicence.gov.uk/EvlPortalApp/?SKIN=directgov and click on Vehicle enquiry. You need to enter your registration number and make of car - easy peasy

Should be, if you are the new owner/keeper of the vehicle, you will be required to complete the relevant section of the vehicles V5 form stating the date you purchased/received ownership. After all, you can't be charged for RFL on a vehicle you didn't own !!!0
