Bamboozled by Bills (Scottish Power)

Why are bills for gas and electricity so complicated?
Step forward Scottish Power...

We moved out of our old house 6 weeks ago and within 2 weeks had contacted Scottish Power with the meter readings, spoke to the adviser on the phone, got the final bill and paid it promptly. Job Done.

I've just received a new bill for the old house relating to the period Jan to Feb 2013 which is full of adjustments relating to the period.
But I can't for the life of me work out how or why they adjusted this bill.
Last Bill: 107.95
Payment: 107.17
Payment: 0.78 (dated 3 weeks after we paid)
Cancelled: 0.78 (I assume they've tried to take the money and it's been refused)
Account Adjustment: -154.87
Account Balance: -146.71
Energy Charges: 149.37
Discounts: -1.88

The final amount is only for an additional 78 pence, but the hassle factor is annoying. How, when we'd finalised and closed an account, are they legally allowed to simply reopen the closed account and say, you know what we'd like you to pay more...

Imagine if this happen in Curry's or something - you've paid £999 for a TV and as they give you the TV they say actually we'd like you to pay an extra £15 as we've readjusted the price...

    Why didn't you pay the last bill in full when you paid it promptly?

    If you go and buy a TV from Currys and the agreed price is £999, would you only hand over £998.22? :huh:
