Pre-Purchase Costs (PIR electrical test and Gas safety)

Hi,
I have been quoted £150 + VAT(@ 20%) for a gas safety check on the property I'm buying.
The company is registered on the gas safe register website, however the cost is more than I'd expected. Do you reckon this is reasonable?
I've been advised that a gas safety certificate cannot be issued as I don’t own the property but what they do is to turn on heating & boiler, check radiators work, test for leaks, flue test, carbon monoxide test, check general condition of boiler and heating then issue me with a report of their findings (but not a gas safety certificate).
I also enquired about the PIR and was told that they also carry out electrical inspections but that it’s only carried out on behalf of the property owner (which I’m not). is this correct ? I won't be using them for the electrics though as they aren’t on the NICEIC register.
I will be getting quotes but how much is reasonable for a periodic inspection report (PIR) on a 3 bed semi ?

Why not go round yourself? T
* take a CO detector (£12 and you should have one anyway) and leave it by boiler while you...
* turn thermostat up/down and check boiler switches on/off!
* leave heating on and feel if rads get hot!
* Look at rads - any leaks?!
* turn on taps - does hot water come out.....
* has your CO alam gone off? Yes? there's a CO leak! No? There isn't.
OK - not quite as thorough as the engineer opening the boiler and testing the flu too, but ... free!0
