                    I got one of these notices and have followed advice and not responded. Since seen some posts saying they are taking people to court. Should I be worried?

 So you're best challenging it (unless in Scotland) and then appeal to POPLA with a strong challenge against CE's BPA CoP breaches. Here's just one of many threads from here or pepipoo about CE and their breaches:

 HTH, but do come back to your original thread again for help with the POPLA appeal in due course, to make it strong. You already have your own thread though and you said already that you have a Blue Badge. So as already advised, you can sue THEM. You can make money out of this if you are so minded.
 There is a poster on pepipoo (case like yours) already following up compensation from the retail park for such unlawful harassment, after winning at POPLA first.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
