Government help for new businesses as mentioned in the budget?

Am I right in thinking that in the Budget, it was announced that the government would be doing more to help people start up their own businesses?
If so, has it been announced what this help will be, and when it'll come into effect?

Less national insurance to pay, less corporation tax (if you are a ltd co.) and more bank lending. There might be more info that I missed (I'm not an accountant!) but that is some of the basics for any business, not specifically startups.
You really need to read the budget report (pdf linked from that article) to get the real facts. For instance the NI reduction doesn't kick in until the next financial year which is 12 months away.
You could also look at taking on an apprentice, they get paid a lot less and there are grants to cover some of their wages. It all depends what sort of assistance you need as to what is out there...0
