OVO are ripping me off and won't stop

Okay i switched to ovo energy December 2012, just before this British gas changed my meter when it developed a leak (the engineer broke the test point).
My first statement from ovo showed i hadn't used any gas, in order to avoid a huge sudden bill i submitted a meter reading.
It came back as £400 for the three months !!!
seriously sweating now (we have just moved into this house so didn't know what to expect) i went through the bill and luckily noticed they had charged me as a imperial meter when mine was brand new and clearly metric (they multiply the reading by 2.83).
I contact ovo and it would seem Britsh gas didn't bother to update the meter change (it was only the space of two weeks between meter change and switching to ovo).
They did seem very helpful and took the details of the meter and promised to deal with it, so far i was impressed with their customer service.
However next statement and yet again they have charged me as if i have a imperial meter and not refunded me the difference from the previous statement.
Any tips on what i can do it's becoming quite a lot of money.
Why the hell can't they just be honest?

    If you are in dispute you should not be paying the bill...but you need to get them to agree you still get your direct debit discounts for paying what you think you should be paying anyway.

    I'm afraid you have fallen down a hole in the "SYSTEM"

    When the Privatisation Act was changed to allow Gas/Water retailers to compete directly with one another, two national agencies, (one for Gas, one for Elec) were set up as Central Registers for what meter was in every home.

    However, although when the Elec.Register was designed it logged the meter as 'Standard' or 'ECO7' if they were fitted, on the Gas Register Metric meters were only just being introduced and no one had the wit to differentiate Metric v Imperial meters on the central record.

    Whilst your supplier is OVO, the meter would have been changed by the Gas distribution Co. in your area and it is they who advise the Central Register to alter it's record - but the Central Registry don't have boxes to tick to identify it as Imperial or Metric Meter, even if they were told !

    So much for the history - Here's what to do
    WRITE to Ovo heading the letter Complaint.
    To get a close idea of the amount overcharged, divide the cost of Gas used by 281
    and x the answer by 100 - this gives what you should have paid
