Opening JPG Attachments

Hi
JPG's files are associated with Photshop CS2, and thats what I want. However I still get the choice to 'OPEN WITH' and then to choose another program.
When it comes to JPG's being received as attachments in Outlook the 'OPEN WITH' is just not an option.
Any work arounds for me on this. Obviously I can 'SAVE AS' and then 'OPEN WITH', but it's not quite what I would like to do.
