Things like that are always stated in the terms and conditions.
Pretty sure most companies have a 24 month "rule" for valid ncb.

Why is ncd disregarded after two years, when accidents and claims in the last five years need to be declared?

Direct Line will do up to 3 years so long as the old policy was with them. From their FAQs:
NCD can only be used on one policy at any one time, and must have been used on a policy within the last 2 years to be valid. However, we will accept NCD within the last 3 years if we were the last insurer.

Why re-quote your own post? (Isn't it a rhetorical question anyway - you have to carry on buying policies to keep your NCD - shock horror!)

(If you look you will find companies only wanting 3/4 years history of your claims, if that helps.)
