Executive / upmarket / evening taxi hire.

Bear with me here on an idea i'm looking some feedback on!
Thinking of this as a possible sideline...
I've noticed that there seems to be a thriving market for stretch limo hire, for nights out etc, but i'm wondering, is there a market for lets say less 'in your face' chauffeur driven nights out?
Basically i'm thinking black people carrier, luxury finish, black glass, full evening hire. Perhaps for evenings out with friends, or something a cut above your normal taxi hire for a special occasion?
For example, i've seen a chrysler voyager, black, black glass, full leather interior, turbodiesel (so it aint going to be too hard on the juice) four years old, so its a fresh model for £6995.
Would there be a market for the hire of that, obviously with a booted and suited driver?
Anyone know of anyone local to them doing this and what they charge? do you need to have a taxi licence if you're doing only evening / wedding hire?
The outlay would be nothing near the cost of a stretch limo, and neither would the running costs. Plus it could be put to other use the rest of the week anyway...
So, naff idea or not?
