    The CHC National Framework clearly states that a well controlled need is still a need. Therefore that need should still be assessed.
    That's correct, but if the assessment shows the criteria for CHC has been met it doesn't mean it will be awarded.

    The needs will be assessed and reassessed but the funding can and will be removed when their condition is predictable and managed with care input. (But this is not to say that it won't be reinstated at a later assessment). The reassessments don't always happen annually depending on input from professionals- this may be sooner, and backdated payments can be made where proof in care plans and risk assessments evidence the condition of the service user.

    I know of a Son who had POA for his mother and was arrested for selling her home and depriving her of her assets.

    The OP has not stated the reasons behind the CHC funding- if it is due to her Alzheimer's she may still be deemed to have capacity if a specialist assesses her. Her condition may also improve with medication and therefore CHC funding may cease.

    OP seek professional advice before you make any decisions on behalf of your grandmother, her Social Worker will already be aware of her assets and would expect her to be able to fund her placement if/when CHC funding is removed.
