landloard refuses to pay bond

I moved out of the house i was renting and now the landlord has said the oven seal is broken and we have to pay for it. Plus it wasn't cleaned to there satisfaction. Plus when we moved in I painted the house because it was a mess. They agreed as long as i repainted the bright feature walls back to a neutral colour.
I am a painter and decorator and I repainted the wall but now they also say that they need painting again!
My question is can they take money off us for wear and tear on a 20 year old oven?? and how long can they keep that bond?
The house had loads of damp and thats why we moved out by the way. The flat roof was leaking and the inside walls were saturated.
No work has been done and there are new tenants in the house now.
Is there anything I can do? can i report them to a governing body?
Can anyone help?

Whuch country are you in as Scottish law is very different.
Is the deposit protected in a scheme? If so which?
Was there a dual signed inventory taken whe you moved in?If you've have not made a mistake, you've made nothing0 -

If the deposit is registered (is it?) then you can raise a dispute with the scheme's arbitration process.
Was the oven seal broken? Was it broken when you moved in? What does the check-in inventory say about it? Did you sign the check-in inventory?
Did you clean the house to the same standard as when you moved in? What did the check-in inventory say?
Did you get written permission to paint? Was the paint job of a professional standard? How does it compare with the paintwork when you moved in? (and yes, guess what? What did the check-in inventory say about the paintwork?)

Please accept your dealing with a trade professional deposit keeper, thats why Letting Agents are often milliionaires. The oven seal and dirty oven are just his excuses, he/they never ever intended to give you your deposit back and the so called Tenants Deposit Security Scheme is not worth a light. You can issue a summons but he still won't pay up even after you win in court. When 300 of his complaining tenants get tough, he closes down, changes his name for $4.99 (true) and tells you the company you dealt with is no longer trading. Whats needed is a Revokable Traders license and premises black listed public register so can object to him personally ever acting again in the Real Estate Letting business. Right now your 100% powerless and he knows it and you don't.
A bus driver around the corner from me went with an hammer and told another letting agent what he intended to do, and would do to his windows and he got paid out there and then, this method used to be known as the 'common-law, because it was so common and it worked. Our local Letting Agent has been the subject of three TV rogue trader programmes, does he care, he now claims he lives abroad, and unofficially his family run it for him, he has enough family members to keep trading for the next 50 years. Sorry, blame the Govt and lax laws.0
