Who says it has to be photo id?
Banks will have primary lists of items and secondary lists eg Benefits notification letters and Tax coding letters.

why cant he just get a passport if need be - a professional can sign?? Provisional license even cheaper?? Or as suggested above they normally have a list of items that can be used as ID.

  • The Post Office will countersign a passport application for a small fee, although you shouldn't need that just to open a current account. Get him to ask the College for something on headed paper, that should be enough.

Not for a first passport, unless the person signing has personally known the applicant for at least 2 years (among other conditions). See page 10 of http://www.direct.gov.uk/prod_consum_dg/groups/dg_digitalassets/@dg/@en/@travel/documents/digitalasset/dg_184487.pdf

This is tricky because while banks can accept alternative id to passports and driving licences because lets face it, not everyone has one or the other or both, they would have an alternative list.

i think the issue is going to be the address history given that hes just our of college and doesnt seem to (correct me if im wrong) be registered to a permanent address? If he is living with friends could he not just use his old home address?

A basic bank account might be a good shout because to apply for a full bank account means a credit check is carried out and his address history may be problematic for getting it accepted...
