    Not disagreeing with you at all. I picked up on the point by Stroma that read "Parking Eye should have given you a popla verification code if in England or Wales on the rejection, did they provide that to you ? If they don't supply it within 35 days of your appeal it times out. "

    I am saying that to rely on the view that if they don't supply it with their rejection but instead simply told you that you could appeal (as they have done on other threads, I recall) that does not mean that after 25 days it's game over for them.

    At time of writing that comment, there was no information as to whether or not Parking Eye had responded to OP's letter.

    In fact, as Stroma later linked, their documentation does mention appealing to POPLA in the PCN.
