Tesco clubcard reward no longer refund

6 months ago I got 4 Longleat tickets using my clubcard vouchers. Due to a change in circumstances we decided to go n the summer instead so I sent my voucher back to tesco in feb just before they ran out. I have now received an email saying that they do not refund vouchers any more. Even if they are still in date. Having looked it does now state on the FAQ's that they do not refund, however, having had vouchers refunded before I just assumed it would be the same.
Do tesco have to inform all their clubcard customers of this change in policy or have they informed me and I missed it in the small print?
