Can anyone tell me how far back they are going to issued PCN's to raising Court action? I've read a couple of people saying 'an old PCN' or 'PCN from months ago'.

They are unlikely to bother with a pre-October one IMHO unless the recipient was daft enough to tell them who the driver was at that time. Even then, highly unlikely IMHO with an old case because the POF Act doesn't apply which is what I think they are relying on.
I reckon their game is to try to win a couple of badly-defended post POF Act cases so the BPA can send out a scummy press release trumpeting about the 'new law backing the PPCs' with their usual PPC bias. They really are very very transparent and they were obviously going to try this - and indeed a PPC will probably win a badly defended case this year, given a dozy judge and a naive defendant.
I think it's targeted at a very small select group of post-October 1st incidents, just the odd one or two chosen from the hundreds where the person has ignored them. But that is out of THOUSANDS of fake PCNs issued, you are highly unlikely to be cherry-picked out of thousands - and it's perfectly defendable!
Just because a scammer issues a small claim doesn't mean the scammer will have a hope in Hell of winning a defended court claim of course. We have not seen any outcomes as yet (and I do not include default judgments in that, if any PPC troll wants to post about those we won't give it the time of day as it's not an outcome).PRIVATE 'PCN'? Isn't it ironic, the BPA badgered the goverment to bring in the registered keeper element in the POF act with lies of between 30,000 and 90,000 cases where clogging up the court system only then to be found out as being liars when the truth outed. Now we find post October 2012 that more and more court summonses are being issued because the BPA are pushing the PPC's to do so thus negating everything the act was supposed to alleviate with POPLA what a tangled web they weave, maybe their undoing!!0

Civil Enforement is trying to claim £350 for a pre October invoices, there's not a cats chance in hell will a claim like that being successful providing there's a good defence. The guys over said they are currently dealing with 7 claims.
They are trying to get CEL to be vexatious litigants because the claims are being used to try and force people to pay, this is a misuse of the court system IMOWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
