Call their bluff
Write back to them saying that you tried the non statutory route as you thought it would be easier for everyone, but that if they put up front fees in the way there is now no benefit for you.
So unless they are prepared to make an offer without this disbenefit of an up front fee, you will be forced to make a statutory application which you will do within 4 weeks if they do not reply. (and you can reference the fact that they seemed capable of making such an offer 2 years ago).
4 weeks later - stop mucking around - put in statutory application
Companies don't like statutory applications. It stops them putting hoops like this in the way.

You are not using the surveyor, they are. You must pay for them to use their own choice of surveyor for their survey.jimmiepreston wrote: »What do you mean exactly? We've decided to challenge their request to pay for a valuation, pointing to the quote we got 24 months ago, and stating that if we don't hear back we will be going down the statutory route.
