Parking ticket

Okay to summarise...
Receive parking ticket in 2012 from council car park. I paid parking but ticket was upside down in window an the day before ticket face up by accident.
Submitted informal appeal. Rejected.
Submitted second informal appeal, reminding them they have an obligation to show discretion as per statutory guidance. Thanks for advice from you guys. They responded, they cannot accept a second informal appeal and wait for NTO.
Responded to NTO. They didn't get back to me. It now transpires they didn't receive it.
Received a letter from Nottinghamshire county court about them registering to enforce the debt. I responded using the witness statement stating I didn't receive a notice of rejection and enclosed my own A4 sheet copying in aspect of the guidance notes stating 'they must be followed by councils' and 'they should show discretion where reasonable' along with a copy of the paid ticket.
Received letter from court stating 3 things:
'It is ordered the order for recovery charge be revoked'
'It is further ordered that the charge certificate be cancelled'
'Note to respondent: this order does not cancel the original PCN. The authority may take further action on it.'
Then a week or so later received a letter, hand written address, from the council, with about 30 A4 pages containing copies of all correspondence, photos of car (so many different photos of car I can't help but feel a little violated).
Is this latter file normal?
This is where I get concerned... Inside it, this month was completed an 'enforcement authority's submission' saying they find my statement to b false (being that I made representations about the PcN within 28 days of the NTO') and that they don't consider my defence to be covered by the rule of exercising discretion.
So does this mean they have reapplied to the court to pursue this?
Should I be worried? When receiving the original court letter I hoped this would be the end of it! I don't understand why thy are making it so difficult, I paid for valid parking!!!!
What happens now?
Is this massive document being sent to me normal?
What should I do now?
Why is tax payers money being wasted to send out massive documents?

Not sure what's happening now - normally I'd expect them to just revert to NTO stage, you could have then re-submitted that challenge. Sounds like they are disagreeing with the Court. But the fact is, if you sent a challenge then you sent it and there is no obligation to be able to actually prove it (I assume you kept a copy). After all, if they sent you a notice you couldn't just say 'I didn't receive it so I don't believe you'.
