rolling loose soil

Hi All,
I'm raising my garden by about 1ft (supported by sleepers), however I need to purchase a roller to compress the soil before turf is layed.
would a 46kg roller be ok for this or is it too light. i was planning to roll the soil for every 2" i raise it until its at the desired height.
