PCN appeal turned down?

Got a parking ticket from the local council the other week on a day when there were gale force winds blowing. The ticket blew off the dash into the footwell. I appealed but have been rejected as a ticket was not clearly displayed in my vehicle. I can see their point, but I'm annoyed that other people in my area have had their tickets cancelled in the same circumstances - do they not work to a strict policy??? How can they cancel one but not another??? I'm guessing I should should just cut my losses and pay it? Grrrr, just annoyed now

Not sure what you expected but you say it like you are surprised?!
You guessed wrong BTW!! Don't 'cut your losses' - don't just pay it!! I would NEVER tell someone not to appeal further to a Council PCN where they have solid grounds for appeal like you do. The Council see this as a game of bluff and it's nearly worked on you!
Councils almost always reject early informal challenges against PCNs. People who win their appeals win later on, and are not swayed by the bribe of the 'discount'.
You need Bogsy's 'fluttering ticket' wording from pepipoo, here's an example:

But that example is from a year ago - I think Bogsy has perfected it more by now. I suggest you show a copy of your PCN (both sides) and the rejection letters, on pepipoo in a new thread here:
