I just received a letter today about switching to British gas, one is this cheaper or can I get cheaper gas and electric elsewhere?
Also the old supplier Eon had my details on the account, so when I do sign up for a different utility provider can my partner sign up in her name?

If she wants to be responsible for the bill yes she can sign up in her name.

:p Regular savers earn 6% interest (HSBC, First Direct, M&S) :p Loans cost 2.9% per year (Nationwide) = FREE money. :p

There is no universal 'cheapest', it depends on your region and consumption. Put your annual kWh figures into any comp site with your postcode and it will tell you the cheapest tariff.
Since you didn't say which BG tariff, we can't tell you if it's competitive.

    just got a uswitch quote
You currently spend £890.38 a year on energy - we could save you £29.40.

EDF - Blue + Price Promise June 2014
    £29.40savings a year
    £860.97annual cost

No cancellation fee if you decide to leave
A reward every month with Thank yous
    Electricity from low-carbon generation
    Online account management necessary
A promise to tell you if another supplier is more than £1 a week cheaper, at typical use
Prices fixed until 30th June 2014

Is this tariff worth it or not and also is this cheaper than the British gas clear & simple tariff I originally selected cheaper

Is that quote based on annual kWh figures or monthly DD amounts? The latter do not produce accurate results.
We can't tell you the comparative prices because we do not know your region or kWh consumption. You'll know if BG is cheaper or not because it will appear in the comp site results either higher or lower-I presume that the EDF price was at the top, so is the cheapest.
You are not really comparing like with like, as EDF BPP is a fixed price tariff, and BG C&S is a variable price tariff. Before you choose, you need to decide which type you want.
