Service Station - Parking ticket

Top and bottom of things are I got a £90 ticket at a service station for overstaying the 2 hrs (Doesn't really matter why..... but M62 closed so stopped off for tea and didn't but a ticket - Didn't even think about it to be honest). Anyway, letter (CHARGE NOTICE) received from CP Plus asking for £90.
The "CHARGE NOTICE" refers to a new law which became effective from 1st October 2012 and mentions the "Protection of Freedoms Act 2012 - Section 4" . It goes on to say "Schedule 4 of the act sets out changes in legislation in England & Wales regarding parking on private land and the rights and obligations of drivers and vehicle keepers, as well as the provision for a new independent appeals process"
Has anyone tested this new law? I was of a mind to write and apologise and pay a few £ as I did have a genuine reason but do feel agggieved as I had my tea there, 2 coffess and provisions for what was an ardous journey home due to the motorway being closed

Deny liability and ask for copies of documentation showing signed propriety interest in the land. They hide behind a po box number, but I can give you the full postal address. They are the wimps of the parking industry, or perhaps very smart in knowing when to give up. Dealt with them many times0

Errrrmmm.... how about...search the forum and you find every single case since October either ignoring the fake PCN (like the old days) or appealing it then appealing again via POPLA if in England/Wales. There are threads galore about POPLA too, just use the search button on the parking forum above all the threads.
We had had sooooo many threads between October and Xmas asking about the 'new law' (when they could just search 2 keywords 'new law'!) that I got a little frustrated saying the same things again and again:

Sorry the rant wasn't aimed at you but of course everyone here with a fake PCN recently has 'tested the new law', it's been in place six months and we've been discussing it for over 2 years (nsince the Bill was first mooted). We have dozens of new threads every single day so that's THOUSANDS of new ones since 1st October.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
