council tax and water rates for new build?

Hi,
My wife and me a currently considering purchasing a new build property on the outskirts of leicester. Is there any way that i can find out what the rates will be (tax and water)? I've searched on the internet but can only find that the property falls into band G. I ant seem to find find what council tax people are paying in that area on a band G house. And as for water rates because it's a new build I cant find any thing. I've asked the developer (David Wilson) and there not sure? Any ideas?

phone up the council community charge department and ask them0

I think you'll find water rates don't come into it as you'll almost certainly be on a water meter - you can get details of water charges from Severn Trent.0
