I personally don't let my dogs go out with the horses, though I have in the past. My main reason is not self regulation. Given the choice to self regulate one of mine would walk only as far as the car for a car ride, while another would run till he had damaged himself.
Of course one can damage a dog easily by exercising beyond fitness levels, but that doesn't mean that a knowledgeable person cannot use other forms of exercise that do not allow self regulation without causing harm, but indeed, rather benefit the dog (or other animal, or indeed....human).
