Thanks for the suggestions. I think there is probably mental issues (apparently he was a very educated man so my uncle once told me a mathematician at Oxford) but he just seems to have lost it. The council have been down on a few occasions but it just seems stalemate. Think I will contact them again and see what they say now that my house is on the market. Other than that I feel auction may be the only route viable.0

Definitely contact Social Services, EH won't do that most councils are useless at joined up working. Just keep on at all the different agencies and report formally so you have a paper trail not casual telephone calls. This is what you pay council tax for so that this vulnerable chap and his cats can be helped and the hazards removed. You selling up is irrelevant, EHs remit is to act on health hazards not maximise the value of your property. Have you contacted the RSPCA ? There was a 'cat woman' we knew whose house had totally deteriorated and someone phoned concerned about the cats' welfare. Social services then got involved and between various agencies, the house was funigated and things improved. It really is a mental health issue and very sad for the individual involved. It is also a pain for you trying to sell.0
