Private PArking Fine sent to Debt collector

Desperate for some help. My son is staying at a private apartment block near his University and has a valid parking permit. However he changed his vehicle and was waiting for his new parking permit but got a parking ticket from the company which manages the parking at the apartment parking lot. They wrote to me and I responded asking them to let me know who was the driver since I had read that a private company needs to demand the penalty from the driver at the time of the offence and not the registered keeper of the vehicle.

The parking company has not responded to me and have now passed the case to a debt collector who has sent me a letter. In this they have stated:

We are fully aware of anecdotal information presented via the internet and on various websites and you may well feel this guidance is worth following. We strongly urge you to seek independent advice rather than rely on those opinions.

Under the terms of the parking charge notice it is important to note that the driver who enters into a contract with CMS UK Ltd for the parking of a vehicle at the car park whether by purchasing a ticket or otherwise is responsible for the resolution of this breach

Could some one please help me with the last para and advice me what I need to do? Thanks in advance for any help which can be provided

FAKE parking ticket,debt collectors zero powers,they are not bailiffs,,complete scam,,,you have a PARKING charge notice =fake/scam/con/fiddle,,,,only a PENALTY charge notice, which you do not have is genuine.for me ignore, but others with more experience will be along with their comments.

The whole private parking business relies on misrepresentation of authority. They are not the council, police, or government, so they can't legally issue fines or penalties. All they have sent you is a civil invoice, which you have no legal obligation to pay or acknowledge.

Contacting them is generally a waste of time, their appeals process is worthless as it is not run by an impartial third party but rather by themselves so it's obviously within their interests to reject it.

Over 99.9% of the time they will not take you to court, because the more times they take people to court, and lose, the more chance that other members of the public get to hear that the invoices can be ignored. This would then lead to parking companies having no income because there would be no more gullible people left!

Taking people to court actually hurts their business ... Which is why they hardly ever try it.

You told then who the driver was, their ignoring of that is a breach of the bpa code of practice, I would complain to the dvla about that ( FOI@dvla.gsi.gov.uk ) , ask them why they have released registered keeper details to a company that is knowingly breaking the code of practice, include your letter or email informing them of that.

As for the debt collector you didn't name them , but its roxburghe . Ignore them and graham white who are the same company pretending to be solicitors, they will demand £207.25p eventually which you should ignore as well.

How do I know what the future is, well I've seen it 1000s of times before with the template letters from this company, it's so predictable that we have an entire thread dedicated to it, play snap with the letters as you get them.
