I need to find a good website designer who is not too expensive to design my business website.
Does anyone have any recommendations or tips on how to find a good desgner?

You could sign up (free) to a site like Odesk and post an ad for the type of work you want done - the site is used by loads of web professionals around the world doing work this way - you can get a well designed site designed by an Indonesian / Indian graduate at a fraction of local rates. I have outsourced quite a bit of work this way.0

You buy cheap you buy twice.
Your website is your "shop window" to the world and can be a rich source of business for you, your best spending out on a good quality site rather then be left with a site that looks like it cost $3 an hour (sorry bluesnake!)0 -
Be careful using the off-shore mega cheap designers, a mate of mine had his site built in India all went well for 3 years, until Getty Images spotted that his site was using their images.
A bill for 12 thousand dollars followed, his solictor negged that down to 6k but still be aware cheap is often cheap for a reason such as a sneaky line in the contract that states the site isnt yours.0 -
Find a site that you like for a local or similar business, and contact the designer who did it (they normally add a credit and link bottom right on the home page).
Find a graphic designer who does websites (most do these days), not just some kid who can 'build websites' from a standard template, which anyone can do. The difference always shows.
You also need to define 'expensive'. You won't get more than a basic site for a few hundred quid, if it's done professionally.No free lunch, and no free laptop0
