1, how can they say I'm more likely to claim if I never have claimed and have 3 years NCB,
    Thank you

They compare the experience they've had in previous years with customers with good credit ratings (Group A) against customers with poor credit ratings (Group B).

They seem to have found that Group B make more claims, so do not want to offer insurance to similar people right now.

and also do I now need to declare this when I get another quote that I have been declined?

    Thank you

Run a comparison without advising of the declinature, then call your chosen insurer and explain the details.

Or can I go back to my previous insurer and just say I changed my mind?

    Thank you

No harm in calling them to ask.

It might be something to do with claims underwriting exchange. It is possble that the local authority/police shared this data if you reported the theft? They have found out somehow. It might be worth finding out what information CUE hold on you and who provided the information.

They haven't voided for non-disclosure. And the police don't use CUE.

Sounds like they had offered renewal, the OP had accepted and paid in full.

To cancel the policy after that is going to have serious repercussions for the OP for ever and in his position I'd certainly be complaining/referring to the FOS with a view to getting the policy reinstated particularly as the "grounds" for the cancellation could easily have been checked prior to the renewal offer being made
