NCP PCN not clearly marked!

Hi all,
I would really appreciate some advice. I got a letter through from NCP this morning about a ticket I received. I was parked in a space near to a council run car park, we parked up and checked the closest pay & display board which said free at that time. When we got back to the car, there was an NCP PCN on the windscreen, it turns out the spaces nearby belong to NCP which is NOT free after 8pm. In my opinion it was not clearly marked, as we took the time to investigate the pay and display charges!
Do I appeal (though it's after 28 days now) or do I ignore? I've read some similar threads but would appreciate if anyone could look at my letter and confirm how best to proceed?

Ignore it providing they are not acting for a council, is the appeal and payment to them ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

You really need to remove the dates and the fake PCN number from the image, they will be able to identify you on here and can see that you are getting advice from us, they trawl this website and others to muddy the waters, please for your sake either remove the image completely or edit out what I said.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. Yes just ignore them, it's highly unlikely that they will try court as this is clearly a penalty, you could offer them the loss that they have incurred which would be a £5 but they will immediately turn that down as they want £100 off you .
