parking slightly over hanging pavement

Got a ticket for parking with one or more wheels on or over footpath in barnet bprough of London.
I was in the entrance way to a block of flats slightly over pavement but not blocking its use in any way had only done so to allow van in front to get doors open to unload on the actual drive way. Also had a tenant come up after saying thay the section of pavement is freehold of the building owners or something therefore I can't get a ticket. No idea if that could be true or if I could or should appeal.

Is this a real parking ticket issued by a council? or a fake one issued by a private company?
