Loading Bay Ticket in Harrow

Hi
This is the first time in 12 years that I have received a parking ticket and I am not sure if I should be appealing against it.
I parked my car in what seems to be a parking bay, marked Loading only and have received a PCN.
I probably parked there for about 5 mins +/- 2. I was there to collect pre ordered food from a take away ( about 5 kg in total).
The only reason I think I may be able to question this ticket is that the Bay is sort of marked, but there is no time restriction shown.
The ticket says:
"Parked in a loading place during restricted hours without loading".
While I was genuinely loading the pre ordered food in the car, I am not sure if it is allowed (I did not pay for it when collecting) and I don't have any paper work confirming that I collected something to load in my car.
I do have a compassionate reason for this though, but I am not sure if the council will care about that.
My wife delivered baby via c-section on 26th Feb, and was released to go home on 1st March, but was taken back to the hospital by ambulance due to some complications on 3rd March, which is when I received the ticket. My wife was feeling really down, so I ordered the food for collection to cheer her up.
Please advise if I will be wasting my time and money to challenge this ticket.

Yes, collecting pre-ordered and paid-for items, including hot food, IS an exemption in a normal loading bay like that one. So you were not parked in contravention.
However the CEO didn't see you so issued the PCN. Appeal it then, maybe with a copy of the credit card statement showing the order paid for just BEFORE you arrived.
The Council will reject your informal challenge (almost always do, so don't hold your breath nor try to perfect your early challenge to the word). Then when you get the rejection, it will be followed later by the NTO. And you then appeal it again, formally, as the owner at the NTO stage. The Council might well reject it again but you are still more than likely to win at adjudcication because the contravention didn't occur.
Post on pepipoo forums with pic of the front and back of the PCN and a link to the bay on GSView. On pepipoo you can post pics directly into your thread straight away. Read the FAQs 'how to post pictures' and then (don't post links) post actual pics in the thread - as you will see on other threads there:

Let us know when you win and DO NOT pay much heed to the discount and 14 days thing as it won't be relevant. It's a bribe and will only be re-offered at informal rejection stage, then it will be an all or nothing appeal after that, with the odds very much in your favour.PRIVATE 'PCN'? Unfortunately the shop is a family run business and do not accept credit card as payment.
I requested a friend to pay for me before i went to collect. Not sure if I have any options to challenge the ticket.
The only thing I can do is to check with the shop if they are happy to give an undertaking on this? any other idea?

I wouldn't give up - if you were loading you were loading. Yes, get an undertaking/letter from the takeaway naming you and the time and date as having collected some bags of pre-ordered food.
The camera footage itself should show you going to get the takeaway and coming back with the bags. Your first priority is to see that video footage if the PCN offers a free viewing at the offices - and make sure they show you the WHOLE time filmed, including your return to the car.
Also there are other appeal grounds you can use against the use of a sneaky CCTV camera to enforce PCNs in a shopping street where a CEO on foot should have been perfectly adequate for this enforcement. It goes against guidelines for them to use CCTV like this without considering CEOs instead.
Post on pepipoo for help to win this, there could even be flaws in the PCN wording. YOU WILL NOT GET AN NTO then as this is the Notice to Owner as it was sent by post. So you need to get your appeal spot on as you only have this chance and then adjudication (where you should in fact win).
