Post Office Platinum Card - WARNING - contact issues

I have a Platinum Card for use when abroad in Europe - it really helps that there's no conversion charge into Euros. I've been using the card for several years without a problem ...... but on my last trip I was charged twice for car hire.
I reported this to the Hire Agent in the UK as soon as I returned - and followed up when I'd seen no refund after a couple of weeks .... but although the agent had sent on the details to the company abroad,there had been no action.
So I went to the Post Office website to see what I should do to report the incident.
- First issue, no email contact, just a general 0845 number or "call me back" (no call back for 2 days).
- Second issue, called 0845 number. To be told nothing can be done until more than 30 days after transaction (by which time I've paid the double charge) - and then I need to report to them
- Third issue, this report needs to be IN WRITING and sent to Bank of Ireland in DUBLIN!! No email, no acceptance of such a report by phone.
Back to the 1970s anyone? I'm afraid this means I'll be looking for another company .... one that at least has contacts in the UK.
