Private Voucher Parking Fine

Hi guys, I am writing this on behalf of my mum cos she got a parking ticket and i'm wondering if anyone can give her any advice...
She is 73 and retired and on a pension so money is tight...

My mum got my brothers house and parked up outside. In this street each house has to buy vouchers to park and when visitors visit they have to display a voucher also. As I say she parked up, went inside to obtain the voucher (which you just mark on it day/month/time)...She said she was inside no more than 5 minutes and on coming out to place the voucher inside her car she noticed she had received a parking ticket for parking in a voucher display area!

Where does she stand with fighting this parking fine? Any help really appreciated as the fine is £70...

EDIT - extra info:

The ticket was issued by Bucks County Council.
On the ticket it stated: Observed vehicle at 13.28 - 13.31.
Ticket was printed at 13.31

    You fail to mention who gave her the ticket, the advice is dependent on that - thanks

    I think it's definitely one to appeal, I would advise posting on https://www.pepipoo.com as well, they are the experts on dealing with council parking tickets, they will need to see a scan or photo of the PCN both sides, you can host the images on https://www.photobucket.com for free, then put the link into a new thread on the council section.

    She needs to look at what they can prove, as the timings have no seconds, it has to be taken that it was the end of 13.28 - and the start of 13.31.
    So basically within a period of just over sixty seconds, she was ticketed.
    You need to be very very careful saying things like "just over 5 minutes"
    You need to cut your cloth to fit the coat they have made.
    She will need to be in for the whole ride of making 3 appeals, 2 of which will be rejected by the council.
    Then risk loosing the discount amount and appeal to the parking adjudications service.
    I think it is fair that the ceo failed to allow enough time for a visitor to collect a visitors permit or to purchase a valid parking permit.
    Is just over 60 seconds long enough for a 73 year old to do so ?
    I would say not and I feel the adjudicator would also agree.
    Appeals have to be formal points, not sob stories.
    I would speak to her about how hard she can fight and for how long and if she feels up for it then scan all the paper work for her, all sides, head over to peipoo.com and post on the forum making sure you understand the time lines and consequences of not responding within them.
    They may be in-corrections on the ticket, failing this on the point that the contravention did not occur, because she was a visitor with an official visitor pass which the scheme stipulates must be collected from a resident and displayed, Just over 60 seconds is not enough time to complete the task and the CEO has acted prematurely in not allowing the motorist to comply with the scheme.
    Remember stick to what they have on the ticket and use this as opposed to your story.
    Expect a huge bunch of lies to be submitted claiming to be from, the CEO
    Be happy...;)

    May I add as well, ensure you scrub all personal details from the image copy of the PCN as its not needed, but keep the times on there, also if you can take any images of street signs or give a google streetview link to the place it would be helpful
