Yes well thought out, but we know that PPCs are deliberately not giving out a popla code or even mentioning it on an appeal refusal. I think that ignore is the best possible option as no matter how enmasse they send out claims they can't cover them all if they are defended and will have to drop them. Then they become vexatious claimants and will be banned from issuing claims completely, and then the wheel will truly come off.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

It will be interesting to see what happens when the first case actualy gets into a court, where the PPC has denied the 'victim' the chance to appeal to popla, or has not made the victim aware of popla.
Alot of the advice depends upin the person seeking it, for some ignore and file at the bottom of a drawer is a good option, for most though Popla via e-mail ( and so not wasting a stamp/envelope etc) may be better.From the Plain Language Commission:
