Parking Charge Notice - Premier Park

I have just been handed a parking charge notice from 'Premier Park'.

The letter was addressed to my mum, who has been out of the country and upon her return she has checked her mail. The letter states;

'This notice has been sent to you as the registered keeper of the above vehicle. The Vehicle XXXXXX at 10:52 AM on the 07-02-2013 at the location "Abbey Chambers - Abbey Place, Tavistock, PL19 0AA." has been issued this notice for the alleged contravention of "Exceeded Maximum Stay Period".
You have 14 days from service of this notice to pay the discounted charge of £60.00 Failure to provide Owner / Driver details or payment of the full amount of £100 within 28 days of this notice will result in an increase to £150 plus further administrative costs. This letter will form part of our case against the driver of this vehicle. Please see overleaf for details of Registered keeper liability.'

Below this there are two pictures of my car with a start time when entering the small car park, and a leaving time.

There is no telephone number on the letter from Premier Park, as I wanted to discuss with them that the letter is addressed to my mother, and since she has been away, I have not understandably read her mail in her absence. This was to action the reduced fine payable within 14 days.

However, upon further research, and reading forums with similar incidents on this website, I think this may be a private car parking scam, and I ask for fellow readers/subscribers help in this matter.

Should I ignore this letter, or should I take action and pay them?

    I'm not sure if it is a scam or not. I have only just found out about it tonight and upon a little research, believe it could be.. Do you know if it is?

    Of course you should ignore it, this a tried and tested method of dealing with private parking companies, more than 600k tickets are ignored each year. Do a search on watchdog videos in this forum to see what they say about these fake tickets. Or simply browse a few pages of threads here, you will garner all the info you need
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    What's the date of the letter please, did they send it within 14 days of the incident?

    Did the people visiting that car park have reason to overstay (disability, elderly, medical condition, baby with them etc.)?

    Yes this is a fake PCN by the way and you will not be paying it. But as this was in England you have the option of getting the stupid scam cancelled by POPLA - read the forum and read some threads to learn about your options - pretty much every thread is about what to do about a PPC scam, POPLA is mentioned everywhere.

    Date of alleged contravention: 7th Feb 2013.

    So they have sent it within 14 days.

    I was the person driving the car, as I am a named driver. I think on that day I was posting a shoe to my friend. The car park serves customers in the Spar/Post Office which is the building in front of the car park. I didn't just park there and not use the facilities. I did actually use the shop. Although I don't have proof of postal orders as I have probably thrown them away in the rubbish by now. I'm sure they will have me on CCTV entering and leaving the shop though.

    It's up to you then, appeal (and appeal to POPLA) or ignore the whole scam.
