Car insurance Fraud?

Bear with me on this one folks!
For a few years we had people renting the house next door, perfectly nice people, often had friends to stay for a weekend.
One of these friends had a lovely Audi, for some reason they decided to insure it at my neighbours address.
However, they got the house number wrong and insured it at ours instead. Now as soon as the first letter arrived we let next door know and also phoned the company concerned to let them know of the error and that that person didn't actually live or keep the car in our street. However we kept on getting letters from the insurance company (One quote direct - Octagon) and the credit company for this person at our address no matter what we said. Next door neighbours moved away, letters still came but eventually after several heated phone calls it all stopped.
Today another letter from a credit company drops through the letterbox for the same person! I have emailed the financial ombudsman as at the very least the companies have not done proper credit or ID checks but is there a sure fire way to get this stopped, should I report it to the local police? (Don't know registration plate number now)

You dont open them, you write "Return To Sender, Addressee Unknown" on the front of each envelope and put it into a post box (no need to add postage).0
