    Those who wish to defer taking their pension will remain entirely free to do so, and will continue to earn a higher pension in return. I am sure the whole House will welcome this long-overdue reform.

    One might almost construe from that statement that it might be possible to defer taking your pension for long enough for you to be assessed under the new flat rate system. Though I suspect that this will not be the case.

    It won't be the case. It's the date that you reach state pension age which will decide. Very few winners anyway with the new entitlement.

    It wasn't in the transcript of the speech so he was ad-libbing and talking out of his lower orifice. Trying to be clever and he now looks very foolish because he does not appear to be aware of the 10% rate band
    The only thing that is constant is change.
