It went bang quite almightily. Destroyed a pair of snips and frankly could have been awful. He had been testing for dead when he'd been carrying out the work, not just relying on the breaker, but the wiring was just so bizarre in there, and what was worse was that there was obviously powe going into the room, but nothing - not the lights nor the sockets worked.

So the wiring indications clearly could not be trusted, components could still be live and yet, although he apparently was checking for live voltages, he still attached a pair of cutters to a live cable.

    Interesting...
"Part P" is not, and has never been, an accredited electrical qualification. It is a Building Regulation. No one can be "Part P qualified."

The word I was thinking of was incompetant. However, I suppose that, in the limit, you could argue that what he did was one way of testing for dead. Test failed by all accounts!

Like Justica and Keystone Im at a loss as to how a qualified electrician could follow proper testing procedures and still cut a live circuit.
Hell, Im a DIY'er and even I have a proving box for my tester which I use to prove my testing gear is working before then testing the circuit.
In some circumstances I even test for live as opposed to testing for dead.

Probably of the old electrician ilk of "proving dead" by brushing back of hand across wires ;)

Snips are good for this sort of test. If you get distracted by the bang and the flash, you always have the marks on the snips to remind you it was actually live.
You might as well ask the Wizard of Oz to give you a big number as pay a Credit Referencing Agency for a so-called 'credit-score'

It would be worth getting and EICR (Electrical Installation Condition Report) done to check the electrics. This is the closest thing you'll ever get to a certificate and you can at least show it to the solicitor/purchaser

Another 'side' benefit would that it would check to see if your work was safe and complies with the regulations. I'm not doubting your work, but I'm sure as a DIYer you didn't have the necessary testing equipment to test the circuits and complete the paper work, eh?

Agreed, whilst we don't have the Part-P and EICR (former PIR?) stuff over here, I have always asked a sparky friend to check anything Ive done (even though I know how to perform earth leakage, r1+r2, Ze, Zs, figure 8 loops etc).

I know the test and its results meaning, my sparky mate has this plus the experience plus the knowledge of materials to give an answer that Id value above my technical testing.

Just because it works, doesn't mean its safe.

The cables I used are thick and don't carry more amps then what the manufacture says.

But the current rating of a cable is determined by the relevant tables in the IEE regulations, depending on how the cable is mounted and other depreciation factors, not on what the manufacturer says.
