ebay/paypal help please

Hi

i won an item on ebay on the 3rd of march and paid by paypal same day.
in my payment i included an extra 70p for insurance.
the item todate has not arrived and the seller has said he put a claim in with royal mail he said he sent it recorded delivery,he gave me a tracking number but according to royal mail they dont have his claim form or have any details with regards to the tracking number(basically said it doesnt exist and that anyone could get a tracking number off one of those slips and say they have used it)

i have made a claim with paypal before the 30 days (on the 29th) and so far i dont seem to be getting anywhere the seller responded to my claim after 7 days with the same tracking details nothing else
on the paypal site it says case in review does anyone know what this means?,how long they take? and most of all will i get my money back??

the seller is also ignoring my emails
what can i do??

  • Do not contact the seller, why not put in such a bad note about him that no one else will buy from him? He may pay up and ask for you to retrack on your comments otherwise Deal only with PAYPAL. Below i have copied the PAYPAL buyers protection policy

    eBay items purchased with PayPal where payment is made to the seller's email address associated with the listing (make sure to pay with the grey Pay Now button found when the listing closes on eBay)
    Items that are never received or are significantly different to what was described in the listing
    Tangible items (physical goods that are delivered to you) only. Services and intangible items are not covered[/B]
    The seller has 10 days to respond and if you are still unhappy then this can go to the PAYPAL specialist in the resolution centre, who will investigate further. If your case has gone this far then it may take several weeks for resolution
